In campgrounds where there is heavy bear activity, I would like to see a set of bear proof food lockers in an area where tenters would typically be (walk up sites, etc). We have seen them during my travels up in Canada - Johnson Creek Campground near Banff, Alberta is one that comes to mind.
Even though campers should be prepared, not all campers bring a long rope & bag to hang their "smellables" properly in a tree. (Yes, you can put stuff in a car, but our furry friends have been known to break in to a car to get what they are looking for. They never seem to ask for the key either!

) This will help minimize any chance that bears will get rewarded for returning to sites to get food.
